How do Cities Evolve?

Every City has is corruptness but usually there is something good for the people in return. I see very little for the good of the people in Hollywood, Florida so far. Hollywood will never evolve as long as money is thrown to tourists only. By that I mean that to attract true residents who want to live and evolve in a City you have to put some effort and thought into the neighborhoods - there is little thought put into neighborhoods here. I'm a professional artist who wants to paint a simple mural and beautify the neighborhood and they want over $1000 from me to present to some Design Review Board but no one will tell me how that money is actually spent - especially since my design is posted for the entire world to see:

Believe me, it doesn't stop here. I will do what I have to make downtown Hollywood a liveable place.
